With the motto “Quality creates brand”, TPA Incons Company constantly prioritizes quality management in construction projects. The following are six important principles when executing construction projects:
1. Step-by-step control
Quality management must be applied in construction works as prescribed by Decree 46/2015/ND-CP and relevant laws. All aspects of construction investment projects, from planning and implementation to administration and utilization, are closely overseen. The purpose is to ensure the safety of people, assets, equipment, building projects and nearby structures.
2. Use only after acceptance
Upon the completion of the construction works, the acceptance testing must be performed by a supervision unit. Exploitation and use of the project are only permitted when the project fulfills acceptance conditions. The construction project must satisfy the requirements relating to the construction design, applicable standards, technical regulations applied to the project, the conditions of the construction contract, and relevant legal provisions.
3. Qualified contractors
Contractors engaging in construction activities must assure competence conditions as prescribed. Accordingly, the contractors are required to build and apply a quality management system that includes procedural documents that direct the construction work items they fulfill, identify potential risks during the construction process and take appropriate measures to mitigate such risks. The main contractor, or general contractor, takes responsibility for overseeing the quality of work performed by subcontractors.

4. Investors’ liabilities
Investors are liable for the following:
- Organizing construction project quality management in conformity with the investment form, project management method, contracting form, magnitude and investment capital source during the process of implementing construction investment set forth by Decree 46/2015/ND-CP.
- Investors are entitled to implement construction activities themselves once they suffice the qualifications stipulated by laws and ensure the maintenance of the quality management system.
5. The involvement of specialized agencies
Specialized construction agencies take on the following responsibilities:
- Guide and inspect the quality management conducted by organizations and individuals participating in construction projects;
- Provide the design appraisal, supervise the acceptance of construction works, organize the implementation of quality supervision of construction works;
- Recommend and handle breaches of construction quality in accordance with the provisions of law;
- Take corrective actions in line with documents on construction quality management process.
6. Contributions from other entities
Entities who take part in construction investment activities set forth in principles 3, 4 and 5 are liable for the quality of their works.
